Pick "None (general)" as the employee concerned: the reminder applies to the company, for instance updating mandatory notices or an administrative deadline.
It shows under "Overdue" until handled. You mark it as done when settled, or delete it if it no longer applies.
No, reminders are a steering tool for the office manager and the administrator. The employee sees nothing in their workspace, it is up to you to decide what to tell them and when.
